Projects to be funded under this program include fuel cell power plants which convert fuel into electricity; projects that use solar power to generate electricity, small and large wind projects, geothermal property that generates electricity and thermal energy, micro-turbines that convert fuel into electricity, and combined heat and power system property that generates electricity.


Construction must begin by December 31, 2011.  Applications must be submitted by October 31, 2012.


30% of property that is part of a qualified facility, qualified fuel cell property, solar property, or qualified small wind property; 10% of all other property.

Maximum incentive of $1,500 per 0.5 kW for qualified fuel cell property, $200 per kW for qualified microturbine property, 50 MW for CHP property, with limitations for large systems.

Section 1603 of the American Recovery and Reinvestment Act appropriates funding payments to persons who place in service specified energy property provided certain conditions are met.   Generally, persons who place in service specified energy property during 2009, 2010, or 2011 or after 2011 if construction began on the property during 2009, 2010, or 2011 are eligible for payments. Please refer to the terms and conditions for more specifications on eligibility.  Qualified applicants can receive payments from the Treasury generally 10%-30% of the basis of the property, depending on the type of the property.
